Gaoqing county – administered by Zibo city in East China's Shandong province – held a groundbreaking ceremony for a slew of major projects on March 24, a day after the city officially restarted normal production and operations.

Twenty-five big projects costing 14.7 billion yuan ($2.31 billion) broke ground that day: 11 newly started projects and 14 projects that resumed operations.

The projects cover industries such as health and medicine, new materials and infrastructure.

In order to assist businesses to resume their operations, the county's government has made comprehensive preparations.

Focusing on major problems restricting the commencement and construction of projects, the government has issued a series of emergency measures. To help major projects, independent teams have been established to follow up issues and to provide necessary services.

"During the novel coronavirus epidemic, I was very aware of the county government's concern for entrepreneurs and the attention it has paid to the development of projects," said Liu Peng, an executive at Shandong Aofan New Material Co Ltd.

In addition, during the epidemic the government has distributed masks, disinfectants and other epidemic prevention materials free of charge to enterprises and issued them with vehicles and personnel permits.

Arrangements were also made for special personnel to accompany business representatives to receive materials needed for project constructions at expressway intersections at night, as well as to provide door-to-door nucleic acid testing services for enterprises.
