The Zhangdian district of Zibo city – located in East China's Shandong province – is working hard to control the spread of the novel coronavirus and to help its companies resume production.
As part of that push it recently announced new approval methods such as an online office, mobile offices, an appointment office, telephone offices and a mail office.
One beneficiary of this increased efficiency was the renewal of the food business license for the restaurant of a Mr. Wu. It was about to expire, but due to the epidemic he could not return to Zhangdian district to apply for a new one. On hearing of his predicament, the district staff members helped him renew the license through a remote video survey and letter of commitment, which only took half an hour.
Fast-track channels have also been opened up for some special cases. Zibo Dongfang Xingcheng Real Estate Co Ltd is one company to have been helped in this way.
The firm urgently needed to apply for a permit for urban sewage to discharge into the drainage pipe network and an official from the civic service center in Zhangdian district quickly helped resolve the matter.
"I was worried about a long delay and it's surprising that they opened up a fast channel for us," a manager said. "The permit was issued on the same day, ensuring the smooth operations of our company and solving a big problem," he added.
According to an official at the civic service center, in view of the special situation being faced by businesses, the Zhangdian district administrative examination and approval service bureau will handle urgent affairs for them and implement a letter of commitment system without the need for on-site acceptances.
To help enterprises restart, the Zhangdian district has speeded up things for on-site and online channels handling administrative affairs.
